1. (SBU) The ROKG endorses the principles of the Global
Initiative to Combat Nuclear Terrorism and plans to
participate in the June 11-12 meeting in Kazakhstan, MOFAT
Director for Disarmament and Nonproliferation Park Chul-min
told Poloffs from the U.S. and Russian Embassies at a May 22
meeting. The ROKG will publicly announce its participation
in the Initiative on May 23.
2. (SBU) Park provided the text of diplomatic note cabled to
ROK missions in Washington and Moscow:
(Begin text) Diplomatic Note Endorsing the Global Initiative
to Combat Nuclear Terrorism and Statement of Principles
The Government of the Republic of Korea welcomes and fully
supports the Global Initiative to Combat Nuclear Terrorism
and the 20 November 2006 Statement of Principles (SOP).
The endorsement reflects the Republic of Korea's willingness
to cooperate in combating nuclear terrorism. The Republic of
Korea is committed to upholding the Global Initiative to
Combat Nuclear Terrorism SOP and looks forward to
participating, to the extent possible, in future Global
Initiative to Combat Nuclear Terrorism-related activities.

3. (SBU) Park said that Deputy Director General for
International Organizations Hwang Joon-kook would probably
lead the ROKG delegation, with Park also participating. He
asked for further information: the other countries
participating and their heads of delegation; when the ROKG
could expect to receive an official invitation, and would it
come from the government of Kazakhstan; and any details about
the organization or agenda of the meeting.
