(SBU) On May 9, poloff delivered Ref A points encouraging
nations to resist the loss of any Item 9 country-specific
mandates to Jang Hyun-cheol, MOFAT's Human Right and Social
Affairs Division Deputy Director. Jang said that Seoul
shared the U.S. view and wanted to maintain all the existing
Special Rapporteur mandates, even though that this would be
difficult in the face of opposition from Non-Aligned Movement
(NAM) countries. Aware of the rumored deal to eliminate
mandates on Cuba and Belarus, he said the ROKG, like the USG,
did not favor the proposal. He reiterated that Seoul also
opposed Belarus's bid for a UNHCR seat due to its human
rights violations (Ref B).
