1. (U) Portuguese interlocutors told us they expect to sign
on to the Global Initiative to Combat Nuclear Terrorism. A
Ministry of Foreign Affairs official told us that the
relevant office was preparing a decision memorandum for the
Minister in which they recommend joining the Global
Initiative.
2. (SBU) The official noted that the Government of Portugal
would "soon" issue an endorsement of the Statement of
Principles, although attendance at the next meeting in
Kazakhstan would be difficult given that the GOP would assume
the presidency of the European Union at approximately the
same time. The official noted that other MFA colleagues were
interested in which countries had recently joined the
initiative; EU ally Denmark being the most notable
representative.
