(SBU) On March 29, Arti Hilpus, MFA Director for
Security and Arms Control, informed us that the GOE
has decided not to join the global "Partnership in
Combating Nuclear Terrorism" (Ref A and B). Hilpus
explained that while Estonia agrees with the
principles, due to its limited number of technical
experts, the GOE prefers to use it resources for other
projects. However, the MFA will follow the
Partnership's work through other participating EU
countries.
