1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check, of the following Chilean candidates
who have been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Aircraft Structural
Maintenance Technician Course, which will take place at the
Inter-American Air Force Academy, Lackland Air Force Base,
San Antonio, TX, from May 28 - August 29, 2007. The name and
identifying information of the proposed candidates appear in
the following format: name, rank, unit, date of birth, place
of birth, and national identification number.
a. Eduardo GOMEZ Marchant, Petty Officer Second Class,
Aircraft Technician, Chilean Navy Air, 13 October 1978,
Vaparaiso, CHILE, 13.998.337-8.
b. Claudio REBOLLEDO Neira, Petty Officer Third Class,
Aircraft Technician, Chilean Navy Air, 28 June 1982,
Concepcion, CHILE, 15.221.563-0.
4. Embassy's ongoing investigation has not found credible
information that the candidates have been involved in gross
human rights violations.
