As noted ref b, the GOR responded positively, and now has
endorsed formally the Global Initiative's Statement of
Principles. On April 6, the embassy received the following
note verbale and statement from the Ministry of Foreign
Affairs of Romania:

The Ministry of Foreign Affairs of Romania presents its
compliments to the Embassy of the United States of America
and has the pleasure to inform that, in reference to the
Global Initiative to Combat Nuclear Terrorism, Romania is
honored to subscribe to the Statement of Principles of the
Initiative.
This engagement aims at enhancing the excellent cooperation
that already exists between our countries in the field. The
Statement of Romania in support of the principles of the
Global Initiative to Combat Nuclear Terrorism is attached.
The Ministry of Foreign Affairs of Romania avails itself of
this opportunity to renew to the Embassy of the United States
of America the assurances of its highest consideration.
Statement of Romania on the Global Initiative to Combat
Nuclear Terrorism
Romania fully supports the Global Initiative to Combat
Nuclear Terrorism launched in St. Petersburg, on July 15,
2006.
With the launch of this initiative, the United States and the
Russian Federation have taken an essential step towards
developing a global network of like-minded partners to
prevent terrorists from acquiring and using a nuclear weapon.
Romania, as a state party to the Convention for the
Suppression of Acts of Nuclear Terrorism, the Convention on
Physical Protection of Nuclear Material and its 2005
Amendment, United Nations Security Council Resolutions 1373
and 1540, is committed to the Statement of Principles of the
Initiative to develop partnership capacity to combat nuclear
terrorism on a determined and systematic basis.
In this context, we also attach particular importance to the
role of the International Atomic Energy Agency (IAEA) in the
fields of nuclear safety and security based on its ongoing
activiies and technical expertise.
In 2004 Romania endrsed the PSI interdiction principles,
actively prticipating in numerous practical applications.
he counter-proliferation policies complement the taditional
multilateral diplomacy, contributing t the diversification
of cooperation, through proactive mechanisms. Romania views
counter-proliferation policy through the lenses of its
geographical position - at the cross-roads of European energy
corridors, as a border member state of NATO and the EU, in
the proximity of the Black Sea and in the neighborhood of
regions with high-level risk of illicit trafficking. This
essentially boosts the added value of the lessons learned and
the increased operational capacity through PSI exercises.
In this light, Romania actively pursued the process of
regional application of PSI principles in the Black Sea
region and we are ready to support, based on the same
approach, the Principles of the Global Initiative.
Romania believes that countries who share the common goals of
the Global Initiative and are actively committed to combating
nuclear terrorism should endorse the Statement of Principles
to reinforce the joint efforts to increase international
cooperation in combating this threat. By joining the Global
Initiative, partner nations will have the opportunity to
participate in joint exercises that support the development
of their own capabilities, and under certain circumstances,
call on the assistance of partner nations for emergency
response, consequence management, and criminal justice
functions.
