(SBU) On March 21, poloff conveyed reftel points encouraging
capitals not to take up the question of the Special
Rapporteur on the Occupied Palestinian Territories outside of
the Mandate Review Working Group to Kim Pil-woo, MOFAT's
Human Rights and Social Affairs Division Deputy Director. On
March 23, Kim stated that a final ROKG decision had not been
made. However, working-level MOFAT officials wanted to
oppose the OIC resolution, he said. In light of the fact
that last year all mandates were already extended to this
June, there was no good reason to single out one Special
Rapporteur. Speaking unofficially, Kim said that Seoul was
likely to instruct its mission in Geneva to oppose the OIC
resolution.
