1. We discussed Kenya's continued participation in the
Center of Excellence for Stability Police Units (COESPU), as
requested in reftel, with the GOK point of contact for police
training, Mr. F.T. Kimemia, Deputy Secretary, Office of the
President, Office of the Permanent Secretary for Provincial
Administration and Internal Security. Mr. Kimemia's office
informs us that Kenya is planning to send participants to the
Middle Management course, beginning March 5, 2007, and the
High Level course, beginning March 19, 2007. We stressed the
need for the GOK to provide us with the information required
to vet each proposed participant and urged them to provide us
with this information for the March participants as soon as
possible. We will continue to press the GOK for this
information and will forward it to the Department as soon as
it is received.
