1. (SBU) In response to reftel, the Government of Peru does
not maintain a list of banned terrorist entities, per se.
The Office of Intelligence of the Peruvian National Police's
(PNP) Directorate of Counterterrorism (DIRCOTE) maintains a
computerized database with thousands of police files on
individuals suspected of involvement in terrorism in Peru.
These files are for law enforcement purposes only.
2. (SBU) The vast majority of the files refer to supposed
members of the two main groups identified by the GOP as
terrorist organizations present in Peru: Sendero Luminoso
(Shining Path) and MRTA (Movimiento Revolucionario Tupac
Amaru). The head of DIRCOTE is Colonel Benitez Ahon, and
