1. (U) The Independent Electoral Commission (CEI) announced
November 1 it had delayed by one day a scheduled re-vote in
the distant Ituri District town of Fataki. The CEI had
ordered a re-vote at 43 polling sites after a mob destroyed
ballots and other material following the killing of two CEI
workers October 30 (ref A). CEI spokesman Dieudonne Mirimo
told us November 1 the vote was postponed by one day due to
delays in transporting replacement materials to Fataki.
Operations restarted November 2 and CEI officials said there
have been no disturbances.
2. (U) Ballot collection in Kinshasa is nearly complete
despite some initial delays (ref B). Mirimo said voting
material from the capital's 8,500 polling stations is being
sent to a local compilation center where ballots and tally
sheets will be tabulated and results posted. The CEI will
publish results from each of the DRC's 189 electoral
districts on a rolling basis as all results in that district
are verified. Provisional presidential results are expected
to be announced by the CEI no later than November 19.
3. (U) One isolated incident of election-related violence has
been reported in Equateur province. Radio Okapi reported that
during the night of October 30, ten houses belonging to
Kabila partisans were burned; no injuries were reported. The
PPRD's executive secretary in the region accused Bemba
partisans for the fires. MLC officials admitted some small
incident occurred, but were awaiting an inquiry by the local
district commissioner.
4. (U) On October 31 the CEI opened registration for
senatorial candidates. The new national senate will have 108
members and be elected indirectly by the new provincial
assemblies. The CEI has scheduled election of senators for
December 29. The new senate is to be installed January 28.
