SUBJECT: Sudan MFA Requires Approval of FSN Dismissals

1. (SBU) The Ministry of Foreign Affairs has sent another diplomatic
note placing restrictions on the activities of diplomatic missions.
This diplomatic note states that every diplomatic mission,
consulate, and international and regional organization must provide
the Foreign Ministry with copies of work contracts signed with local
employees. It also requires that the missions get approval from the
MFA through a note verbale before dismissing any employee.
2. (SBU) The Embassy will canvass other diplomatic missions to
determine how they intend to respond to this new directive prior to
responding to this Diplomatic Note.

The Ministry of Foreign Affairs of the Republic of the Sudan
presents its compliments to all Diplomatic Missions, Honorary
Consulates and International and Regional Organizations accredited
to Khartoum and in seeking to regulate the local employees' labor
with these circles and to avoid many molestations and judicial
follow ups, the Ministry has the honor to request all the Diplomatic
Missions, Consulates and International and Regional Organizations
accredited to the Sudan to provide copies of all the temporary and
permanent work contracts signed with the local employees. The
Ministry urges that in the event of dismissal of any of the
employees, a previous approval shall be obtained before the
dismissal through a Verbal Note to be sent to the Ministry.
The Ministry requests all Diplomatic Missions, Honorary Consulates,
and International and Regional Organizations accredited to the Sudan
to provide copies of the requested contracts soonest.
The Ministry of Foreign Affairs of the Republic of Sudan avails
itself of the opportunity to renew all Diplomatic Missions,
Consulates and International and Regional Organizations the
assurances of its highest consideration.
