SUBJECT: ROK SUPPORTS USG POSITION ON CUBA AT HRC

(SBU) On September 26, poloff delivered reftel points, urging
opposition to special treatment for Cuba from the Human
Rights Council (HRC) and support for NGO participation in
country-specific discussions at the Council, to MOFAT Human
Rights and Social Affairs Division Deputy Director Jang
Hyun-cheol. Jang said Seoul did not support Cuban efforts to
eliminate the HRC mandate on Cuba. Doubts over the
legitimacy of the HRC were raised during the first session of
the HRC due to the domination of discussions by Non-Aligned
Movement representatives. Seoul would welcome more NGO
participation in the future to help counter some of the NAM
advocacy.
