1. (SBU) Pol/econ off met with Zaiga Liepina, Ministry of Economics
Deputy State Secretary, on August 22 to request support in the
possible WTO dispute with China on IPR. Liepina stated that Latvian
business has a very small representation in China, so Chinese IPR
practices do not have much of a direct impact on Latvia. She stated
she understands large businesses in other EU states are impacted and
that Latvia would look to the Commission for a consensus position.
