(SBU) Per reftel, post requested "blanket" approval from the
GOC for short and no-notice weather observation flights over
Colombian territory, including the Department of San Andres
and Providencia. Civil aviation authorities and the
Colombian Air Force have granted blanket approval for weather
observation flights through December 31, 2006. Permission
can be extended by request. In granting permission for such
flights, civil aviation authorities noted that the air space
over San Andres and Providencia is controlled by the GOC
under 20,000 feet; over 20,000 feet, the air space is
controlled by Panama. Weather observation and reconnaissance
authorization is limited to those aircraft with the tail
numbers provided in reftel.
