(SBU) A. Head of State -- no plans to attend.
B. Head of Government -- no plans to attend.
C. Foreign Minister -- The Government of Japan hopes to
send the Foreign Minister. However, the ruling party will
elect a new leader on September 20; that person will form a
new government during the September 20-30 period.
Consequently, we do not know, and will not know until the end
of September, who will represent Japan as the Foreign
Minister. There is also a possibility that the Foreign
Minister will not attend.
