1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check of the following Chilean candidate
who has been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Peacekeeping Operation (PKO)
South 2006 exercise, which will take place in Lima, Peru,
July 31 through Autust 4, 2006. The name and identifying
information of the proposed candidate appears in the
following format: Name, unit, date of birth, place of birth
and national identification number.
a. Francisco E. Cabrera Contreras, Chilean National Defense
Staff, PKO Command, 18 Feb 1969, Valparaiso, 10853017-0
4. A previous vetting request (Santiago 01511) was
submitted on July 14, 2006 for this same exercise. Mr.
Cabrera was not included because he was still being reviewed
by Embassy.
5. Embassy has conducted its own review and did not find
credible information that the candidate has been involved in
gross human rights violations.
