SUBJECT: HUMAN RIGHTS VETTING FOR EXERCISE BALANCE PISTON

1. (U) This is an action request -- see para 5.
2. (U) JUSMAG has requested that the Mission conduct human
rights vetting for units participating in exercise Balance
Piston 06-05, slated to take place August 5 - 31, 2006.
3. (U) Information on participating commanders and units
follows:
- LTC Nathanial Y. Casem, BN Commander, 11 MBLT. DOB 31
December 1964
4. (U) Mission, working with the Philippine Commission on
Human Rights (CHR), verifies that it possesses no credible
information of gross violations of human rights by LTC Casem.
5. (U) Action Request: Mission requests the Department
determine whether it possesses credible evidence of gross
human rights violations by LTC Casem. If Department finds no
such evidence, Mission requests that Department issue the
required human rights certification statement as soon as
possible.
