SUBJECT: 1503 CASE: COMMUNICATION REGARDING ALLEGED HUMAN
RIGHTS VIOLATIONS FILED BY ROLAND OTERO
1. Mission has received a note from the Office of the High
Commissioner for Human Rights (OHCHR) (G/SO 215/1 USA 2970)
transmitting in accordance with Economic and Social Council
resolution 728 F(XXVIII) copies of a communication dated 5
July 2004 concerning human rights, which refers to the United
States of America. The note indicates the communication will
be examined by the Working Group on Communications which will
meet for two weeks immediately following the annual session
of the Sub-Commission on the Promotion and Protection of
Human Rights in August 2006. The Working Group requests a
reply by June 30, 2006.
2. The communication is from Roland Otero, an inmate at
Union Correctional Institute in Raiford, Florida. Mr.
Otero's complaint accuses the United States of violating
human rights and genocide. He also accuses the Union
Correctional Institute of mistreating elderly inmates.
3. A copy of Mr. Otero's complaint is being sent by
registered mail (registry #6132602) to IO/SHA, attention
Director.
