1. The Ministry of Foreign Affairs called us in on July 6th
to complain about the USG raising Burma at the UN Security
Council on June 24th (ref A). An account of the Security
Council intervention appeared in the embassy's "American News
and Views" publication, produced daily by the Public Affairs
Section and sent to, among others, many senior GOB officials.
2. MOFA Deputy Director General for Political Affairs U Phae
Thann Oo told us he "regretted very much" U.S. efforts to
"push" a "purely internal" issue at the Security Council. He
said this was not something that "friendly nations" did to
each other. He lauded the Chinese and Russians, who clearly
"understood the situation much better," for their vocal
opposition to raising Burma in the UNSC. He urged the USG to
be more patient with Burma's "Roadmap to Democracy" and try
harder to realize that the GOB was trying its best "in its
own way" to bring about national reconciliation.
