SUBJECT: REQUEST DOS REVIEW ON POST-VETTED MEMBERS OF EC
MILITARY
1. The Embassy has developed plans to train these members of
the Ecuadorian Air Force. Bio information follows:
NAME AND DPOB:
-- TAPIA Guerrero, LTC Fausto Enrique. Born 20 Nov 1970,
Chunchi, Chimborazo province.
-- RECALDE Vivero, 2nd LT Juan Francisco 23 Jun 1979,
Ibarra, Imbabura province.
2. The Embassy has conducted record checks in accordance
with established internal standard operating procedures and
possesses no credible information of gross human rights
violations committed by the above-named individual as of this
date.
3. The Embassy requests Departmental review of its vetting
results so that the planned training mission can go forward.
A response by July 8 would be greatly appreciated.
