SUBJECT: CANADA:DEMARCHE RESPONSE ON UN REFORM

1. Poloff delivered the demarche concerning the results of
the February 22 meeting in Geneva hosted by IO A/S Kim Holmes
with Geneva Group counterparts to discuss UN reforms, to
Peter Taylor, Deputy Director of the United Nations and
Commonwealth Affairs Division at Foreign Affairs Canada
(FAC), on March 14. Taylor thanked us for the points, stated
that he would coordinate with Mari-Isabelle Massip, Canada's
representative at the Geneva meeting (who, Taylor indicated,
was currently in Washington meeting with A/S Holmes), and
would advise us if FAC had any additional comments to make.
2. As directed reftel, poloff also requested copies of
papers that FAC is preparing on CHR reform and the
Peacebuilding Commission. Henri-Paul Normandin, Director of
the Human Rights Division at FAC, indicated that his division
was in the process of drafting a paper on CHR reform, and
that he would share it with us when it was more fully
developed. Continuing, he referred us to the remarks that
Canadian Foreign Minister Pierre Pettigrew made on March 14
at the opening of CHR-61, which, according to Normandin,
contained the "gist" of Canada's position on CHR reform.
3. Shawn Barber, Deputy Director of the Peacebuilding and
Human Security Division at FAC, provided poloff with an
e-mail copy of FAC's paper on the Peacebuilding Commission,
entitled "Canadian Views on Strengthening the Peacebuilding
Capacity of the United Nations." He further indicated that
he had previously e-mailed this document to Lisa Tepper at
S/CRS.
