SUBJECT: SPAIN'S DELEGATE TO THE 2004 OXFORD TRACKING
WORKSHOP

1. (U) Mr. Fermin Lopez, chief of staff for the Deputy
Director General of Foreign Trade of Defense and Dual Use
Goods at Spain's Ministry of Trade, Industry and Tourism told
Poloff July 22 that he plans to attend the October 25 Tracker
workshop in Oxford, England.
2. (U) Lopez said that Spain is very interested in the
Tracker system and requested the following information about
the software system:
(a) Does the Tracker system allow multiple departments to
manage and share export-licensing information?
(b) Which countries currently use the Tracker system?
(c) Does the system reduce the risk that dual use goods will
be diverted to other countries?
(d) Does the system improve countries track End-Use
Certificates?
(e) Does the system speed up the export licensing process?
3. (U) We would appreciate any additional information on the
Tracker system that we could provide as a reply to Mr. Lopez.
