2. (SBU) The Maldivian government has sent Mission a
dipnote confirming that it has completed the necessary
domestic legal requirements for the entry into force of
the non-surrender agreement it concluded with the U.S.
in April 2003. The Maldivian government considers the
agreement's entry into force to be July 8, 2003 (the
date of its dipnote). A copy of the dipnote is
contained in Ref A.
