staffing gaps ORHA has identified in Iraq's Ministries to Ali

Al-Ayed, personal assistant to Foreign Minister Muasher.

Al-Ayed promised to share the material with GOJ agencies and

departments that have specialized expertise in the relevant

subject areas.
