What is the role of the Commission? He aha te kaupapa o te Komihana?
The Royal Commission on Genetic Modification (RCGM) has been established to receive representations from, inquire into,
investigate, and report upon the following matters:
The strategic options available to enable New Zealand to address, now and in the future, genetic modification,
genetically modified organisms and products and:
Any changes considered desirable to the current legislative, regulatory, policy or institutional arrangements for
addressing in New Zealand, genetic modification and genetically modified organisms and products.
The Commission is an independent body and was established on 8 May 2000 by Order in Council. The Commission is required
to present its report to the Government on 1 June 2001.
The RCGM is required to consult extensively with the public, and with Maori in a manner that specifically provides for
the needs of Maori.
What is Genetic Modification? He aha te kaupapa Whakapuruhono?
Genetic Modification (as defined in the Commission’s Warrant) is the use of genetic engineering techniques in a
laboratory, being a use that involves:
the deletion, multiplication, modification, or moving of genes within a living organism; or
the transfer of genes from one organism to another; or
the modification of existing genes or the construction of novel genes and their incorporation in any organisms;
the utilisation of subsequent generations or offspring of organisms modified by any of the activities described
above.
Genetically modified organisms means as organism that is produced by genetic modification.
Organism includes a human being.
Products includes every medicinal, commercial, chemical, and food product that ( while not itself capable of replicating
genetic material) is derived from, or is likely to be derived from, genetic modification.
The Commission will not inquire into the generation of organisms or products using modern standard breeding techniques
(including cloning, mutagenesis, protoplast fusions, controlled pollination, hybridisation, hydridomas and monoclonal
antibodies).
The Maori Consultation Process: Nga mahi korerorero Maori
As part of the Maori consultation process, the RCGM will be holding 10 Regional Hui, approximately 25 Workshops and 1
National Hui.
Regional Hui (10):
Regional hui will provide a formal channel for Maori to present verbal and/or written submissions on Maori views on
genetic modification, genetically modified organisms and products to the Commission. Most hui will be Marae-based and
will be run over one day. People wishing to make a formal submission (verbal/ written) at these hui will need to
register to ensure a presentation time has been allocated. Approximately fifteen (15) minutes will be allocated per
submission presentation. All submissions (verbal/ written) will be fully recorded. Registration forms (attached) should
be completed and returned to the RCGM Office at least five (5) working days prior to the nominated hui.
Workshops (approx. 25):
These workshops will focus on providing information to Maori on the role of the Commission, the submission process.
Although some information on genetic modification will be available, emphasis will be on the submission process, rather
than educating or debating the opinions on genetic modification issues. These sessions will be approximately three (3)
hours in duration and will precede the Regional hui being held in the area. (For example prior to the Wanganui Regional
hui, workshops will be held in Palmerston North, Wanganui and New Plymouth). Registration forms (attached) should be
completed and returned to the RCGM Office at least three (3) working days prior to the nominated workshop.
National Hui (1):
A national hui is scheduled for early in the new year. Details of this Hui will be made available at a later date.
