The Commission of Inquiry into the INCIS police computer project held its initial public hearing today.
The Inquiry is to report into the development and management of the INCIS project by Police and government departments
and the extent to which changes should be made to policies and procedures in relation to the management and
implementation of major IT projects by public agencies by May 1.
At the hearing today, parties and persons entitled to be heard were identified. The Police, Treasury, State Services
Commission and the Ministry of Commerce are parities while IBM and a number of organisations which provided expert
advice were identified as persons entitled to be heard.
Counsel for parties stated that the considerable volume of preparatory work mean that submissions and statements of
evidence could not be completed until February. The Commission confirmed a timetable for its hearings in the light of
these submissions.
The next public hearing will be on 23rd February 2000, 8th Floor Dalmuir House, 114 The Terrace, Wellington to confirm
procedures and the order in which evidence will be taken.
Hearing of statements from parties and evidence will begin on 29 February 2000.
