Captioning to give hard of hearing community greater access to political debate
New Zealand political programmes on TV will soon be accessible to the Deaf and hard of hearing community. Able is pleased to announce that from Wednesday 23rd July, it will be providing closed captions for TV ONE’s Q+A, TV3’s 3rd Degree and the repeat (post-live) broadcast on TV3 of The Nation.
Able was established in November 2013 with transfer of the captioning and audio description services out of TVNZ. Able is fully funded by NZ On Air to provide access services for television and currently provides more than 250 hours of captioned content every week across TV ONE, TV2, TV3 and FOUR.
The decision to begin captioning political programmes is timely with the election in September.
Able Chief Executive Wendy Youens says, “We’ve heard regularly from caption users that they would like political programmes captioned and we have worked hard to meet this need. With the elections just around the corner, it is more important than ever that every New Zealander can have access to political information so they can make informed decisions.”
“When NZ On Air assisted the establishment of Able last year it was our hope that the new structure would allow efficiencies to be made that would result in more captioning. We are delighted to see that Able has already achieved this,” says Jane Wrightson, Chief Executive of NZ On Air.
Captions will also be provided for all TV ONE election programming, including live debates and election night coverage and selected pre-recorded TV3 election programming. TV3 is unable to carry live captioning at this time. From time to time a programme is unable to be captioned due to late delivery by the broadcaster to Able. The repeat screening will be captioned.
