A Green New Deal for Aotearoa?

We are facing a perfect storm: climate change; high fuel, resources and food prices; and a financial and economic crisis
are all converging on our doorstep posing a significant threat to our economic and environmental future. Up until now
many have assumed the future will always be brighter, richer and hopefully greener – however that optimism is being
seriously eroded. It seems clear that we are in the midst of a global recession, of what severity seems uncertain, and
whilst the global community likes to focus on only a small number of big issues at one time, all of the factors in the
storm stem from the same structural economic problems.
In the 1930s President Roosevelt termed his economic plan to lift the U.S. out of the Great Depression the ‘New Deal’
and now in the twenty-first century environmental commentators are calling for a similarly ambitious project with
sustainability as its focus. The Green New Deal concept is a response to the climate, credit, food and fuel crises. It
aims for large investments in renewable energy, technology and jobs and a new alliance between environmentalists,
government and business. What would a Green New Deal look like, how would we modify one for New Zealand and do we have
any hope in hell of seeing one soon?
World-wide, governments’ responses to the global financial crisis have been swift and massive. Responses have included
injecting huge amounts of tax-payers money into the markets to increase liquidity, lowering interest rates, and
increasing spending as an economic and job stimulus strategy. The U.S. Government authorised a $700 billion bailout plan
and federal takeovers of giant mortgage lenders Fannie Mae and Freddie Mac while in Britain the Government authorised a
500 billion pound bail out plan. Longstanding economic dogma has been jettisoned in matter of days in an attempt to save
the financial system. Meanwhile climate action in the lead up to Copenhagen and a Kyoto successor seems stalled, and
worldwide emissions continue to soar. We are willing prop up those with toxic debts but continue our own toxic legacy?
The risk is that global economic fears may backslide efforts to curb emissions. George Monbiot appropriately asks: are
we going to be the generation that saved the banks and let the biosphere collapse?
The solution for many is a Green New Deal. The United Nations’ Environment Program has been leading the call and it
envisions a Deal that will mobilise the global economy towards investments in clean technologies and natural
infrastructure such as forests and soils, promoting real economic growth, combating climate change and triggering an
employment boom. It says the five sectors likely to generate the biggest transition in terms of economic returns,
environmental sustainability and job creation are:
* Clean energy and clean technologies, including recycling;
* Rural energy, including renewables and sustainable biomass;
* Sustainable agriculture, including organic agriculture;
* Ecosystem infrastructure;
* Reduced Emissions from Deforestation and Forest Degradation;
* Sustainable cities, including planning, transportation and green building.
In the U.S. President-elect Barack Obama has proposed creating five million new jobs by investing $150 billion over the
next ten years in clean energy projects. Obama is also ensuring 10 percent of US electricity will come from renewable
sources by 2012 and 25 percent by 2025. His environmental record isn’t picture perfect: supporting offshore drilling,
coal to liquids, and accepting tens of thousands of dollars from Exxon Mobil, but he is still a clear shift from the
previous administration and at least he emphasises his ‘greendentials’. The attitude of the soon-to-be president shows a
profiling of environmental issues in the U.S. hitting the mainstream, and this event is a heartening example of
sustainability not being seen in conflict with, but actually an aid to, economic growth.
In the U.K, The New Green Deal Group has been formed with high profile political, environmental and academic members. In
July the group issued a groundbreaking report calling for a Keynesian style ‘war economy’ with much lower interest rates
and tighter controls on international finance. In their recent report Time for Plan B, the U.S. based Earth Policy
Institute, sees 80 percent cuts in carbon emissions by 2020 as an opportunity for economic growth. In New Zealand no
large call has been made for a local Green New Deal but I believe that is just a matter of time.
Does the new National-led Government look likely to think big and sustainable, like what is being proposed by UNEP?
Unlike the recent U.S. election, it looks less likely that we will see the sort of transformational leadership embodied
by Obama or previously by Roosevelt. Key and English are very much made in the same generational and economic mould as
Clark and Cullen and blandly campaigned on a few points of difference. ACT's support agreement with the National Party
is resulting in an immediate delay and a review of the Emissions Trading Scheme, a lifting of the ban on non-essential
fossil-fuel generation and a possible review by politicians on the science of climate change. We can't afford the time
or the policy uncertainty. The science is clear: we do not need a select committee to tell us climate change is real.
Proposing a $7 billion economic rescue package recently, Key demonstrated the funds are there, when the will is too. The
New Zealand Government’s response to the financial crisis is to look at bank guarantees and a big push on infrastructure
spending as an economic stimulus and part of a jobs creation programme – more roads and bridges, schools and broadband
investment. A pledge was made pre-election to find $790 million for the Waikato Expressway and to find the cash - be it
private, or public, or both - to fund the Waterview Connection and Transmission Gully motorways. It seems we are all
Keynesians now, but the questions has to be asked – what kind of big spending projects to keep and create jobs and
promote economic activity should we be promoting for the long-term?
Rather than spending our scarce resources on more motorways, locking us further into a car-centric future - we need a
big, bold shift in direction and some joined-up thinking. Rather than seeing environmental initiatives as a cost and a
burden to business, to prioritise against in a recession, we need a plan that sees sustainability and carbon reductions
as a business growth opportunity. UNEP reports that global economic growth over the last 50 years has been accompanied
by accelerated environmental decline - we can’t play one off against the other any more.
We need a new deal between economic growth, society and the environment. It is a big new concept, not just a new
environmental policy initiative. It is something that could capture people’s imagination and provide a sense of positive
national direction amidst the gloom of the World Section in the newspaper. A Green New Deal for New Zealand would grasp
the opportunity presented by the financial crisis to re-invest in natural capital, clean technology and green jobs and
transition away from the old system of regulation and subsidies that keep old and dirty industries like fossil fuels
propped up. We’re going to be making big new investment decisions anyway – the question is where? It’s about mobilising
and refocusing the economy to achieve a win-win outcome for the environment and the economy.
How would it start? Perhaps Parliament could start with a plan to green itself, setting a positive example – imagine
John Key installing solar panels to feed into the national grid on the roof of Beehive, and super-efficient appliances
inside, ditching the ministerial limos for electric cars He could start by announcing the new direction – the ‘Green
Kiwi Way,’ the ‘New Zealand New Green Plan’ or any other inspirational name the media advisors could come up for the New
Green Deal, and like Roosevelt’s he could launch an ambitious ‘100 days of lawmaking’.
We would keep the big infrastructure spend already on the books – at least the broadband ‘fibre to homes’ plan -- but
ditch the new motorways for modern efficient public transport. Electrifying and expanding Auckland’s rail system and
moving Wellington’s system onto the city streets in the form of a light rail system linking the transport nodes would
incentivise cleaner transport options and ultimately reduce our expensive oil imports. Faster, cheaper and more reliable
should be the catch-cry encouraging people out of their cars, and people into work.
We would invest in green-collar jobs to replace the ones disappearing in financial services and other sectors of the
economy, with good jobs in renewable energy and clean business, conservation and biodiversity services. Agriculture has
been described as the backbone of the economy and sustainable, innovative agriculture will be the calcium making sure
the backbone doesn’t go brittle. The free-falling construction industry need not have to lay off thousands – certainly,
we don’t need any more poorly-insulated, suburban McHouses but we do need plenty of insulation retrofits and sustainable
building projects to provide jobs and invest funds in. It’s a pity the $1 billion earmarked for home insulation has
disappeared as a result of the election, just to go into the Government’s general coffers. Reducing illness from cold
damp homes and peoples’ power bills was a good example of joined-up thinking with multiple benefits in the short and
long term. The Business Council for Sustainable Development estimated recently there would be an economic gain of more
than $500 million if all homes were made comfortable, warm and energy and water efficient.
We’d set an ambitious greenhouse reduction goal with regular achievable milestones delinking carbon from our economic
growth. Investing now in carbon reduction projects provides both jobs and an economic stimulus. It also provides
long-term strategic resilience from imported energy insulating us against high oil prices and unreliable supply and the
inevitably higher price of carbon credits in the future.
Rather than ditching the ban on non-essential fossil-fuel generation, we’d encourage renewable production, not by having
to make a Clayton’s choice and damn the Mokihinui or Waitaki Rivers, but through a mixture of cost-saving efficiency
gains and do-it-yourself electricity production. One successful measure we could adopt here is Germany’s feed-in tariff
law, where those producing renewable electricity can sell it back to the grid at four times the cost price. At present,
20 percent of Germany’s electricity is produced this way – on people’s roofs and backyards – this would mean we wouldn’t
face a supply crisis and I’m sure would appeal to the Kiwi self-reliant, DIY mindset.
The financial markets would have to be cleaned up and made fairer. While Key is modifying the Cullen Super Fund,
mandating a percentage that needs to be invested in NZ, he could take the opportunity to make sure unethical investments
in the likes of manufacturing nuclear-weapon components would be stopped.
How would we fund such an expansive system of green investments? Former New Zealand Premier Julius Vogel funded his
ambitious railway building programme and assisted migration schemes through expansive overseas borrowing. While all
parties in Parliament agree borrowing may be part of the solution, it is clear we have to look domestically as well. The
Government could launch a Green Treasury Bond for citizens to invest in – much like Victory Bonds from the Second World
War. The Super Fund – essential our nation’s savings account should be used to invest in the future. Clean energy and
green jobs will give a good rate of return.
The ideal situation would be a tax shift – moving away from taxing work and people’s salaries to taxing pollution. A
carbon tax or an Emissions Trading Scheme will deliver a substantial amount of money to the government coffers and
should be used on reducing our greenhouse gas footprint further – just spending it on the day to day business of
government in the consolidated fund misses the opportunity to invest in further reductions.
Globally a Green New Deal could be funded through a refocusing of priorities. Billions could be saved from military
spending, which in 2007 was over $1 trillion, and from fossil fuel subsidies, estimated at $150-200 billion a year. One
particularly interesting idea is the Tobin Tax – essentially a levy on foreign exchange transactions, which in 2007
amounted to $3.7 trillion daily – to act as both a source of revenue and a dampener on currency speculations.
Whilst it seems unlikely an ambitious green legislative process and inspired leadership is imminent in New Zealand, the
only way we can see it happen is a large and coordinated alliance between business, unions, environmentalists, students
and educators, Maori and communities across New Zealand
We can’t let the opportunity slip from our grasp.
Momentum is building internationally for a New Green Deal and New Zealand can catch the first wave. We have a history of
bold and ambitious leadership where transformational changes have paid dividends for the nation in the past – Vogel’s
railways, Seddon and Ballance’s use of the state to achieve social aims, and Savage and Fraser’s re-writing of the State
and economic rule book. Often environmentalists argue that we need to improve our environmental credentials to protect
‘100% Clean Brand New Zealand’, whereas a Green New Deal adds that it will also make our economy bigger, stronger and
more resilient.
Let’s look to the past – both internationally and domestically for guidance, and to the future for inspiration on how we
can deal to the financial and economic crisis and actually make ourselves better off.
It definitely is a crisis and we shouldn’t doubt its severity but we also shouldn’t just hunker down and try and use the
same myopic thinking that got us in this mess to get us out. It’s a crisis and an opportunity. As UNFCCC Secretary Yvo
de Boer, said recently: "To use the financial crisis as an excuse not to act on climate change would basically amount to
setting yourself up for the next financial crisis. For example, within the next five to ten years we will be replacing
about 40 percent of the power-generating capacity worldwide. If, in the light of the financial crisis, a decision is
made to go for cheap and dirty technology, as in the past, that technology will still be around in 30 to 50 years" he
said.
So the choice facing us, as the old Chinese proverb goes – when the wind changes direction do we want to be the type of
person who builds walls or windmills?
