Review of Electro-Convulsive Therapy Recommended
The Human Rights Commission and the Health and Disability Commissioner support the recommendations from the Health
Committee of the House of Representatives for a comprehensive review of the use of electro-convulsive therapy (ECT) in
New Zealand.
The Commissioners agree that an independent review of New Zealand and overseas literature, legislation and current
practices undertaken by the Mental Health Commission or another independent party to ascertain research findings in
relation to the effectiveness and safety of ECT are the appropriate next steps.
HRC Chief Commissioner Rosslyn Noonan and Health and Disability Commissioner Ron Paterson issued the following
statements:
“The Commissioners will actively support this review process, and are committed to ensuring that the human rights
dimensions are fully dealt with.”
“The Commissioners are principally concerned that informed consent, the rights of particular groups such as children,
adolescents and older people are protected, and that protocols are developed for addressing cultural, religious, and
ethical issues regarding use of ECT therapy with Maori and other groups in New Zealand.”
