Funding for Wellington’s Inner City Bypass uncertain, despite the inclusion of the project in Transfund’s National Land
Transport Program 2002/03. Transit has not even applied for funding and cannot do so until:
- Detailed design work is completed.
- The Induced Traffic Study is reviewed and approved by Transfund.
- The appeal of the Archaeological Authorities is heard by the Environment Court.
Campaign for a Better City (CBC) spokesperson, Alan Whiting said “People should understand that funding is ‘subject to
[the bypass] receiving all required approvals’1. The bypass does not yet have all of these approvals. CBC expects the
induced traffic study to show that the project will encourage more traffic into Central Wellington. As a result, the
Benefit/Cost Ratio will be below the threshold and so funding will not be forthcoming.”
