Accounting Infrastructure Reform Bill – call for submissions
The Commerce Committee is currently considering the Accounting Infrastructure Reform Bill. The bill continues the
changes begun by the Financial Markets Conduct Act 2013 and the Financial Reporting Act 2013. It proposes amendments to
the rules on who may perform statutory audits, to the restrictions on legal form for audit firms, to the requirement for
independent assurance of financial statements for certain charities, and to the rules relating to how the New Zealand
Institute of Chartered Accountants structures itself.
The committee has also agreed to consider whether to include guidelines for the Registrar to apply when considering
applications for approval, and including on-going requirements or checks on approved bodies and individuals.
The closing date for submissions is Monday, 3 March 2014.
The bill can be viewed online at www.legislation.govt.nz or purchased at any Bennetts Government Bookshop. Wellington

Submissions should be forwarded by the due date, either online using our website (www.parliament.nz) or in writing to
the address below. If a submitter wishes to appear before the committee, they need to state this clearly and provide a
