The Appropriation (2011/12 Estimates) Bill passed its third reading by 67 to 53 with Labour, Greens, Progressive and Chris Carter opposing.
The related supply bill passed its second and third reading by the same vote.
MPs began the first reading of the Non-bank Deposit Takers Bill.
