Budget Statement: John Key – Audio And Summary
John Key said Phil Goff’s speech was not a Budget speech but a valedictory said Bill English had delivered a ``Budget for the times’’ that was fair and affordable.
A large deficit was needed this year to insulate the worst off people from the recession and to rebuild Christchurch, but a surplus would return by the end of the second term of the National Government.
