Second tranche of reviews announced
Co-ordinating Minister, Race Relations, Trevor Mallard, today announced the second phase of work for the government’s
review of targeted policies and programmes. “Departments have been asked to clearly demonstrate a need; show that the
need still exists; and show that ethnicity is an indicator of the need. Evidence is required to show how the targeting
helps to address the need,” Trevor Mallard said. "As I said when I announced the first tranche of reviews, this process
is aimed at giving ministers and the public an assurance that policies and programmes are targeted on the basis of need,
not race.
" We are committed to improving Maori and Pacific Island educational achievement, health and welfare, and in order to do
so we will use programmes and policies that work for these groups. That's also our approach for other New Zealanders who
have specific needs such as the elderly or those in rural communities.
"Inclusion in the attached list does not mean these programmes will be dropped -as they may be working very well. The
reviews will confirm this or otherwise."
The Ministerial Review Unit in the State Services Commission, in conjunction with departments, developed the list of
policies and programmes for the second stage of reviews. “The second stage involves reviews of policies and programmes
at the Department of Child, Youth and Family Services, the Department of Corrections, Ministry for the Environment,
Ministry of Consumer Affairs, Ministry of Culture and Heritage, Ministry of Education, Ministry of Health, Ministry of
Justice, Ministry of Pacific Island Affairs, Ministry of Research, Science and Technology, Ministry of Social
Development and Te Puni Kokiri.
“The Ministerial Review Unit and departments will work together over the next two months to develop terms of reference
for the individual reviews. All reviews will be completed in the middle of next year," Trevor Mallard said.

Department Reviews Description
Department of Child, Youth and Family Services Mâori Youth Contestable Fund A fund aimed at reducing the level of
re-offending by Mâori youth.
Iwi and Mâori Provider Development Fund A fund aimed at assisting iwi and Mâori service providers to provide a range of
services and become more robust, sustainable organisations.
Pacific Peoples Provider Development Fund A fund aimed at building the capacity of Pacific community based
organisations to provide social services to Pacific communities.
Reducing Inequalities Initiatives Mâori and Pacific community education initiatives to reduce family violence and
child abuse.
Department of Corrections Mâori Strategy A strategic document focusing on better managing Mâori offenders and
building the responsiveness of the department to Mâori. Also includes the Mâori Provider Development Strategy.
Pacific Strategy A strategic document focusing on better managing Pacific offenders and building the
responsiveness of the department to Pacific people.
Mâori Motivation Programmes Tikanga Mâori Programmes and Mâori Focus Units.
Mâori and Pacific Rehabilitation Programmes Includes Mâori culture-related needs, specialist Mâori cultural
assessment, Mâori therapeutic programmes and the Pacific violence prevention programme Saili Matagi.
Mâori Reintegrative Programmes Includes the Whânau Involvement Plan and community residential centre Te Ihi Tu.
Ministry for the Environment Sustainable Management Fund The Kaitiakitanga topic area funds projects that
encourage Mâori to develop ways of incorporating Mâori knowledge into environmental planning, develop working models for
resource management training for Mâori, and develop innovative models for iwi management planning and monitoring.
Ministry of Consumer Affairs Capability Building Includes working with Kohanga Reo, the Mâori Women's Welfare
League, and Otara Pacific Islands Church.
Iwi and Pacific Hotlines National phone lines promoted to Mâori and Pacific consumers, that allow these
consumers to call the Ministry direct.
Ministry of Culture and Heritage Niu FM A national Pacific radio network that aims to build the capacity of
Pacific communities.

Ministry of Education Early Childhood Education Discretionary Grants Scheme Includes Mâori and Pacific pools to
increase the number of places available in existing early childhood centres, establish new licensed and chartered early
childhood centres, and remove health and safety hazards in existing early childhood centres.
Mapihi Pounamu / He Ara Tika Supports very at risk Mâori students either to move to another school or participate in
mentoring programmes.
Mâori Language Programme Funding Funding for students of Mâori ethnicity to learn te reo Mâori.
Skill Enhancement Support Mâori and Pasifika to undertake vocational training at level three (on the
National Qualifications Framework) and above.
Early Childhood Education promoting participation programme A programme to identify non-attending Mâori and Pasifika
children and the barriers to their attendance in early childhood education, and then address those barriers.
Parenting Support Programmes Assist Mâori and Pasifika parents to more effectively contribute to positive outcomes
for their children.
Ministry of Health Cancer screening services targeted by ethnicity Includes National Screening Unit contracts with
Mâori and Pacific providers.
Clinical Training Agency programmes targeted by ethnicity Includes Certificates, Diplomas, placements and
grants for Mâori and Pacific peoples.
Mâori mental health workforce initiatives Initiatives to improve the skills and numbers in the Mâori mental health
workforce.
Asian Public Health Agreement To improve the health and well-being of Asian people living in the Auckland region.
Hepatitis B Carrier Surveillance Agreements The initial stage of screening was exclusively targeted at Mâori,
Pacific and Asian peoples. The current programme is a follow-up to this initial screening.
Therapist Workforce Development Initiative A regional programme designed to improve the workforce capacity of Mâori
and Pacific peoples working in occupational therapy, speech therapy for child development and adult rehabilitation and
physiotherapy.
Ministry of Justice Mâori and Pacific Crime Prevention Programmes
Includes Iwi and Pacific Peoples Capacity Building initiatives, by Mâori for Mâori programmes, community managed
restorative justice programmes, community and sexual violence prevention programmes, Pacific Drug and Alcohol Youth
Programme, Family Violence Prevention programmes, Youth Offending and Youth at Risk programmes.
Ministry of Pacific Island Affairs Pacific Business Trust A Crown entity from which the Ministry purchases
services, via a purchase agreement, to assist New Zealanders of Pacific descent to start and develop successful
businesses.
Ministry of Research, Science and Technology Tûâpapa Pûtaiao Mâori Fellowships Fellowships to further develop
positive role models in order to promote the participation and achievement of Mâori in science, technology and
engineering.
Mâori Knowledge and Development Research output class This output class provides funding to develop Mâori
research capability and evolve Mâori knowledge.

Ministry of Social Development Te Rangihau Scholarships Funding for students of Ngai Tuhoe descent to attend
Victoria University to raise the level of achievement of young Ngai Tuhoe people and create greater employment
opportunities for them.
Community Based Services to the Refugee and Migrant Community
Increasing co-ordination between social service providers, communities and central and local government, build capacity
to extend or develop new services, purchase services.
Te Rito Family Violence Prevention Strategy A Government strategy to address family violence. This is partially
targeted to Mâori and Pacific peoples.
Mâori and Pacific Peoples Work Track An early intervention programme targeting Mâori and Pacific clients who are
either newly enrolled job seekers who are identified as at risk of becoming long term unemployed and / or in receipt of
the Domestic Purposes Benefit.
Ngati Awa Services Academy An initiative to reduce offending and increase employment outcomes for Mâori youth, as
well as provide low cost housing to hapû and improve health outcomes.
Regional Employment Initiatives Targeted regional employment initiatives for priority population groups including Mâori,
Pacific, migrants and refugees.
Te Puni Kôkiri Capacity building Includes capacity assessment, building capacity in Mâori communities,
strengthening management and governance, Kaitataki-a-rohe, iwi housing support, regional tourism organisations, local
level solutions, direct resourcing, Mâori Business Facilitation Service, Te Kapinga.
Whânau Development To support whânau development initiatives aimed at strengthening whânau through enterprise,
sport and culture and action research programmes.
