on the words of his namesake, before committing to keeping the Labour Government's seabed and foreshore legislation
afloat.
"In the 1920s, former British Prime Minister Winston Churchill observed that there had been few instances in history
`of a rat swimming towards a sinking ship'," Mr Eckhoff said.
