Ministers welcome report findings
State Services Minister Trevor Mallard and Associate Transport Minister Harry Duynhoven today welcomed the State
Services Commission report by Douglas White QC on conflicts of interest within the Civil Aviation Authority.
The report was requested by Civil Aviation Authority chairman Rodger Fisher, who asked the State Services Commission to
review conflicts of interest on the part of an employee and/or the authority itself, and also the authority’s policy in
this area.
It found a number of areas for concern relating to its policies and procedures for managing and investigating conflicts
of interest relating to staff.
Trevor Mallard said the board took appropriate steps to thoroughly investigate the issues raised.
“It has acted to address the report’s findings and the government will be watching for further progress.
“It is important that the state sector practises the highest standard of ethical behaviour, and our public service has
been found to be one of the least corrupt in the world.
“Public servants face many conflicts of interest while doing their jobs, and they have a responsibility to the public to
perform their duties honestly and impartially and without fear or favour.
“They must avoid situations that might compromise not only their integrity, but also the integrity of their organisation
and that of the state sector. Avoiding conflicts of interest is part of that duty.”
Mr Duynhoven said he had been assured by the board that the recommendations were being implemented and that many of them
were already in place.
"I commend the board in its responsible and prompt reaction to the conflicts of interest at the authority. I am pleased
also that the aviation industry continues to support the authority.”
