Where Is Carroll Minister? Asks Mark
“Corrections Minister Paul Swain should resign after the police revealed last night that convicted five-time rapist Michael John Carroll was missing from his Christchurch half-way house,” said New Zealand First law and order spokesperson Ron Mark.
“Carroll is still at large and therefore a risk to the unsuspecting public, despite assurances that he would be closely monitored and would pose no danger to the community.
“The communities worst fears were that this man would be free to rape again.
“Despite reports that Carroll had been frequenting massage parlours and was behaving in a bizarre manner impersonating foreign solidiers on secret missions whilst living near Wellington, the Minister and his politically correct parole board were determined that they knew better and simply moved him to Christchurch.
“Now he is on the loose and the subject of a massive police manhunt.
“Until this man is found and locked up no woman in Christchurch is safe.
“If the worst happens and another rape is committed Paul Swain should be held accountable,” said Mr Mark.
