Bills referred to select committees
The Counter-Terrorism Bill was referred to the Foreign Affairs, Defence and Trade Committee with a report due by 31 July
2003.
The New Zealand Symphony Orchestra Bill was referred to the Government Administration Committee.
The Statutes Amendment Bill (No 3) was referred to the Government Administration Committee.
The Copyright (Parallel Importation of Films and Onus of Proof) Amendment Bill was referred to the Commerce Committee.
The Radio New Zealand Amendment Bill was referred to the Commerce Committee.
The New Zealand Horticulture Export Authority Amendment Bill (No 2) was referred to the Primary Production Committee.
The Corrections Bill was referred to the Law and Order Committee.

Education and Science (Angela Van Dam, SC-ES@parliament.govt.nz)
The subcommittee met on Wednesday, 2 April to consider the inquiry into decile funding in New Zealand State and
integrated schools.
Next week the committee will meet on Wednesday, 9 April to consider the 2001/02 financial reviews of the Horticulture
and Food Research Institute of New Zealand Limited and the National Institute of Water and Atmospheric Research Limited.
The committee will also hear evidence on the inquiry into teacher education. The hearing of evidence will be open to the
public.
Finance and Expenditure (Peter Hurndell, SC-FE@parliament.govt.nz)
The committee did not meet this week. Next week, the committee will meet on Wednesday, 9 April in Room G.006, Parliament
House between 10.00 am and 1.00 pm to consider the 2003 Estimates of Appropriations, the Auditor-General’s Draft Annual
Plan and the Reserve Bank of New Zealand Amendment Bill.
Submissions on the Income Tax Bill are currently being received. The closing date is Thursday, 24 April 2003.

Foreign Affairs, Defence and Trade (David Sanders, SC-FD@parliament.govt.nz)
The committee met this week to consider the Imports and Exports (Restrictions) Amendment Bill and the Hazardous
Substances and New Organisms (Stockholm Convention) Amendment Bill. The bills will be further considered at the meeting
next week. The committee will also consider the Counter-Terrorism Bill and the financial review of Trade New Zealand.
Government Administration (Lesley Ferguson, SC-GA@parliament.govt.nz)
The committee did not meet this week. Next week the committee meets on Thursday, 10 April to consider the petition of Dr
George Paterson Barton Vaitoa Sa and 100,000 others, the New Zealand Symphony Orchestra Bill and the Statues Amendment
Bill
(No 3). The committee will also further consider its 2001/02 financial reviews of the Museum of New Zealand Te Papa
Tongarewa, and the Hillary Commission for Sport, Fitness and Leisure (Sport and Recreation New Zealand).
Health (Catherine Parkin, SC-Health@parliament.govt.nz)
The committee will meet in Auckland on Monday, when it will hear evidence on the 2001/02 financial review of the
Auckland District Health Board. This will be open to the public, at the Copthorne Harbour City Hotel, 196-200 Quay
Street, Auckland, from 9.30 am to 11.00 am.
The committee will then hear evidence on its inquiry into the proposal to establish a trans-Tasman agency to regulate
therapeutic products, from 11.15 am to 1.00 pm, and 2.00 pm to 4.20 pm. It will also hear evidence on the petition of
Andy Tookey and 1,169 others, which asks that the House take action to address the organ donation shortage in New
Zealand. This will be from 4.20 pm to 5.20 pm.
The committee will meet in Wellington on Wednesday, when it will continue consideration of the Health Practitioners
Competence Assurance Bill and the Misuse of Drugs (Changes to Controlled Drugs) Order in Council, which proposes to
reclassify methamphetamine.
The committee is inviting submissions on the Health (Screening Programmes) Amendment Bill, which will close next Friday,

Justice and Electoral (Louise Sparrer, SC-JE@parliament.govt.nz)
The committee did not meet this week due to the House sitting under urgency. Its next meeting will be on 9 April, when
it will continue to consider the Criminal Records (Clean Slate) Bill and the Clean Slate Bill. It will also consider the
financial review of the Legal Services Agency for 2001/02 and the Supreme Court Bill. The committee will hear evidence
from the Legal Services Agency on its financial review for 2001/02. The meeting will be open to the public between 11.40
am and 1.00 pm for this hearing of evidence in Room G.005, Parliament House.
Law and Order (Tracey Rayner, SC-LO@parliament.govt.nz)
The committee next meets on Wednesday, 9 April to further consider the Criminal Investigations (Bodily Samples)
Amendment Bill.
The committee is still seeking submissions on the Telecommunications (Interception Capability) Bill and the Independent
Police Complaints Authority Amendment Bill, copies of which can be purchased from Bennetts Government Bookshops. The
closing date for submissions on both bills is 9 April 2003.
Maori Affairs (Miles Reay, SC-MA@parliament.govt.nz)
The committee will next meet on Thursday, 10 April to consider the Te Whanau-a-Taupara Trust Empowering Bill, the
financial review of the Maori Broadcasting Funding Agency Te Mangai Paho, and the of the inquiry into the Crown Forestry
Rental Trust.
Primary Production (Bob Bunch, SC-PP@parliament.govt.nz)
The committee did not meet this week. Next week it will meet on Thursday, 10 April to consider the inquiry into the
administration and management of the scampi fishery and the 2001/02 financial review of ASURE New Zealand Limited.
The Horticultural Export Authority Amendment Bill (No 2) has been referred to the committee, which will give it initial
consideration at the meeting.
Regulations Review (Michael Wilkinson, SC-RR@parliament.govt.nz)
The committee will next meet on Wednesday, 9 April to continue its regular scrutiny of new government regulations.
Transport and Industrial Relations (Kath Henderson, SC-TI@parliament.govt.nz)
The committee did not meet this week. Next Thursday, 10 April the committee will meet in Room G.003, Parliament House to
hear submissions on the Land Transport Management Bill and the Road Traffic Reduction Bill. The meeting will be open to
the public from 10.00 am to 12.40 pm and from 3.30 pm to 6.00 pm. The following week the committee will meet in
Christchurch on Monday, 14 April at the Antarctic Centre to continue hearing submissions on these bills from 10.00 am to
1.00 pm and from 2.15 pm to 4.00 pm. This meeting will also be open to the public while submissions are being heard.
