How Did Insane Killer Get Past Dalziel's 'Hard Line'?

The fact Claude John Gabriel, an insane killer, has managed to get in the country and can't be extradited is frightening, ACT Immigration Spokesman MP Penny Webster said today.
"There's a serious breakdown in the immigration process. What's happened to Lianne Dalziel's "hard line"?
"This man stabbed a teenage girl thirteen times. New Zealanders are frightened to have him here, and frightened he can't be extradited," Mrs Webster said.
