Surprise Appointment To Commissioner's Job

The appointment of a 4th tier Australian to the IRD Commissioner's job is a bit of a surprise. Our new Commissioner comes to us from his position as a First Assistant Commissioner at the Australian Tax Office (ATO).
This means that he ranked below their Commissioner, 3 x 2nd Commissioners and 11 Deputy Commissioners. There seem to be 100s of 1st Assistant Commissioners. In spite of his grand title, this guy is so junior that he isn't even mentioned in the structure chart on the ATO's website.
He also seems to be getting the credit for implementing the Australian Business Tax Reform...but from what I hear that is a complete disaster. What is the State Services Commission up to? Why did this take 6 months?
