Which ACC Account Will Part-Fund Payout?

Which ACC Account Will Part-Fund Payout For IRD Blunders?
Which ACC account will pay the ACC "share" of the payout for IRD blunders in respect of Jan and Murray Willis? Cullen says that ACC must "share" this cost even though the IRD is to blame.
There are 5 ACC accounts:
Employers' account
Motor vehicle account
Self-Employed account
Earners account
Non-Earners account
Only the non-earners' account is funded by the government. It should be the government-funded Non-Earners' Account that is the source of any money contributed by ACC to the payout to cover the IRD blunders.
I will be asking Cullen about this. Remember he is the Minister of ACC and of Revenue!
