KOSOVO - The U.N. mission in Kosovo is finally moving to establish its authority here as the province's government, trying to fill the vacuum exploited by the Kosovo Liberation Army and those acting in its name.

RUSSIA - As Russian forces continued to do battle with Islamic militants in the mountains of the North Caucasus, Vladimir Putin, the newly designated prime minister, said he had proposed a "package of measures" to bring the volatile situation under control.
