Morris Report into Waiouru Released
The New Zealand Defence Force today released the independent report into the Waiouru Regular Force Cadet School conducted by retired High Court Judge David Morris.
The report found that the bullying and abuse took place but there was not a culture of violence.
It also found that the Army inquiry into the death of Cadet Grant Bain was conducted according to requirements, though a manslaughter charge ought to have been brought.
Phil Goff has apologised to Cadet Bain's family on behalf of the Government. Compensation is being discussed.
The review did not attempt to establish the facts of individual cases. Individuals may take cases to the police of army authorities.
The Defense Force has also release an audit of its policies relating to abuse.
