Officially the White House caption read:: President George W. Bush listens to Betsy Rogers, 2003 National Teacher of the Year, in a ceremony in the East Garden Wednesday, April 30, 2003. Rogers is a 1st and 2nd grade teacher at Leeds Elementary School in Leeds, Ala.
