The Challenge of Policing the Night-Time Economy in the United Kingdom is the topic of the keynote address by one of the
United Kingdom’s top police at an upcoming conference in Auckland. Chief Constable John Giffard of the Staffordshire
Police is coming to New Zealand at the invitation of the Alcohol Advisory Council (ALAC) to address the Working Together
2005 conference at the Aotea Centre on March 1 and 2.
This Conference is for people working in and with licensed premises," says ALAC's Chief Executive Officer, Dr Mike
MacAvoy. "It is designed to reduce alcohol-related harm at a community level by providing an opportunity for all the
agencies involved in the monitoring and enforcement of the Sale of Liquor Act, Host Responsibility and district planning
to share innovative ideas and programmes," he says.
Dr MacAvoy says the United Kingdom has been grappling with many of the problems facing New Zealand such as binge
drinking, problems on licensed premises and alcohol fuelled public disorder and crime.
“Chief Constable Giffard will provide a first hand account of the British situation. Several factors will be explored in
light of their impact upon licensing issues. For example, the local government drive to regenerate towns and cities by
investing to develop and establish a European style ‘Café Culture’ promoting responsible drinking and liberalised
licensing laws, set against the proliferation of drinking establishments fuelling the prevailing culture of excessive
drinking.”

community to minimise harm and encourage moderation.
