Greenlight Learning for Life Programme
By Te Wânanga o Aotearoa – 18 February 2005
The Greenlight Learning for Life Programme (Greenlight) is a distance learning literacy course for adult learners,
developed by Te Wânanga o Aotearoa (TWOA) over the past two years.
Greenlight was developed by TWOA in collaboration with IPLAC (Latin-american and Caribbean Pedagogical Institute) based
in Cuba. It has not been purchased from any person or organisation.
The programme is based on a successful methodology developed for literacy and numeracy in Cuba and used in several
countries in Latin America. Cuba has one of the highest levels of literacy in the world.
The social impact of this home-based programme is that it allows the opportunity for whânau learning, raising confidence
and self-esteem and broadening the individual’s view of themselves and the world around them.
Greenlight provides an opportunity to develop reading, writing, comprehension and numeracy skills. Subjects include
English, Social Studies, Health, Science, Maths, Arts/Culture and Technology.
Greenlight is a 36-week home-based programme made up of four eight-week modules. Each half hour lesson is delivered by
audio and visual learning aids, supported by a workbook. Further learning support is provided by Greenlight advisors who
visit the home. Currently 6000 students are enrolled in the programme.
Ms Krawll was instrumental in TWOA securing the services of a number of Cuban literacy experts, who provide advice on
the development of the Greenlight programme. Their salaries are paid for by the Cuban Ministry of Education.
Ms Krawll’s contract with TWOA was negotiated by TWOA’s Council Chairman, together with the organisation’s Human
Resources department. The CEO, because of his declared conflict of interest, exempted himself from these negotiations.
TWOA‘s conflicts of interest policy and procedure has been followed in this matter including any payments due to Ms
Krawll under her engagement agreement being reviewed and approved by the Council Chair or his nominee.
