Qualifications Authority Announces Policy On Reporting Results
The New Zealand Qualifications Authority has announced its position on the reporting of NCEA results, following several
months’ consultation.
Chief Executive Karen Van Rooyen says schools will report both achieved and not achieved results for internal assessment
to students in school reports. The Authority will report achieved and not achieved results for external assessment to
students on the Authority website.
Interim result notices will show only achieved standards for internally and externally assessed standards. Previously,
interim result notices recorded achieved and not achieved standards.
Ms Van Rooyen said the Authority needed to clarify the policy to ensure all data about student achievement was
consistent. The policy was developed after extensive consultation with schools, other education groups and some members
of the public. Two-thirds of responses expressed a preference for not reporting not achieved results to the Authority.
“The new policy means that interim result notices will be consistent, showing only achieved standards for internally and
externally assessed standards, as is the case for the Record of Learning,” said Karen Van Rooyen.
“The only way to present a consistent picture is to report what students have actually achieved. For most students, the
extent to which they pass or fail actually reflects how challenged the student has been by the programme developed by
the school. To report failure in that context would be inconsistent as the challenges posed by schools programmes vary
markedly.
“It’s important students know when they haven’t achieved so they can work on improving their performance. They are fully
aware of their progress because the school records both achieved and not achieved results in school reports,” said Karen
Van Rooyen.
“Students know whether they have achieved in external assessment because the Authority sends back the marked examination
papers. All externally assessed results will be available to candidates via the secure learner login on the Authority
website www.nzqa.govt.nz.
