Civil Contractors New Zealand (CCNZ) has welcomed the release of Government guidelines for planning construction procurement.

CCNZ executive office Malcolm Abernethy said: “The important thing now is to ensure these guidelines are used and that all Government agencies further develop their procurement capability. If that happens there will be significant savings for everyone involved.”

The six guides, published this week by the Ministry of Business, Innovation and Employment (New Zealand Government Procurement), comprise:

1. Overview to the guides

2. Matching capability to complexity

3. Developing your procurement strategy

4. Achieving construction productivity gains by adopting BIM

5. Risk and value management

6. Health and safety and employment standards at work

The guides are available at http://www.business.govt.nz/procurement/for-agencies/key-guidance-for-agencies/construction

“Government departments and agencies will build their capability using the guides, not just for procurement of construction activity but for other procurement practices,” said Mr Abernethy. “These guides can only be a good thing and we encourage their widespread use.”

The guides include information about how the client must manage their Health and Safety obligations under the Health and Safety at Work Act, which comes into effect on 4 April 2016.

CCNZ recognises that the rate of incidents and accidents is reduced where clients (buyers) are directly involved , aware of health and safety risk and carry out due diligence on their suppliers.

“The risk and value management guide will contribute to the development of a range of contract types and sizes that will support a healthy supplier industry,” said Mr Abernethy.

“We believe that taking a structured approach will assist in developing procurement solutions that are fit for purpose and allow clients to identify key differentiators that aid in identifying suppliers that provide value-for-money solutions.”
