Senior Management Appointments at NZQA
Appointments to three new senior management roles at the New Zealand Qualifications Authority have been announced.
Three Deputy Chief Executive positions have been created under the new organisational structure put in place at the Qualifications Authority in the wake of last year's external reviews of the organisation.
Qualifications Authority Chief Executive Dr Karen Poutasi says the three appointees are of the highest calibre and bring an extensive set of senior leadership and management skills to the organisation.
The new structure creates three divisions at NZQA; Qualifications, Quality Assurance, and Strategic and Corporate Services.
The new Deputy Chief Executive of Qualifications is the current principal of Pakuranga College, Bali Haque. Dr Poutasi says NZQA is fortunate to be able to appoint someone with such a depth of knowledge, experience and commitment to New Zealand's education system.
The new Deputy Chief Executive of Quality Assurance is Mike Willing who is currently the Product Conformance Manager at Fonterra. Dr Poutasi says Mr Willing has considerable and valuable expertise in the field of quality assurance.
The new Deputy Chief Executive of Strategic and Corporate Services is Keith Marshall who has held a variety of senior management roles in the private and public sectors. Dr Poutasi says Mr Marshall has a wealth of experience in management fields that will ensure that NZQA has top quality advice and performance in its business, strategic and organisational functions.

Bali Haque has been a principal at three secondary schools since 1991 and has had long involvement with the Ministry of Education and NZQA. He has a very strong understanding of the secondary education system and has had a leadership role in the Secondary Principals' Association of New Zealand. He has had wide experience in leading large numbers of staff, and has also led colleges through significant change processes.
Mike Willing has significant quality assurance experience as well as practical industry training knowledge gained from key roles within the private sector. He has had a long career with the New Zealand Dairy Board and since 2001 with Fonterra, working on the design, development and delivery of quality assurance and TQM processes. A trained teacher, he worked briefly in the education system early in his career.
Keith Marshall has worked a number of contract and consulting positions on a variety of projects in both public service and the commercial sector during the last decade. His past general manager and chief executive roles have given him extensive experience in a broad range of corporate service areas including information and financial management, audit, policy, organisational review and development, and governance and strategy.
