Telecommunications Act: Commission receives two applications for access to regulated bitstream service
The Commerce Commission has received applications from ihug Limited and Callplus Limited requesting access
determinations under the Telecommunications Act 2001 in relation to the provision of bitstream by Telecom New Zealand
Limited.
Both ihug and Callplus are seeking access to the bitstream service on a nationwide basis, and have requested terms of
access that are largely the same as those determined by the Commission in the TelstraClear bitstream determination
(Decision 568) released on 20 December 2005. As part of that determination, the Commission required Telecom to provide
bitstream access that has an unconstrained downstream speed.
The Commission has asked the relevant parties to provide comments on the applications before it decides whether or not
to investigate the applications.
